Beth Mutamba

Beth Mutamba is an Associate Partner at Axum and a seasoned public sector innovation and systems transformation expert with over two decades of experience across African institutions. Her work centers on embedding behavioral insights, adaptive leadership and practical implementation frameworks into large-scale public policy reform.
She has led and supported initiatives across the African Union, UNDP, the World Bank and the Government of Rwanda, including pioneering innovation-driven approaches to governance reform and coordinating multi-stakeholder implementation efforts across sectors. Beth played a foundational role in establishing Rwanda’s “Homegrown Solutions” framework and contributed to the creation of the Rwanda Cooperation Initiative, designed to facilitate peer learning across African countries.
Her experience cuts across governance, education reform, peace and security and systems strengthening, with a strong track record of translating policy ambition into operational reality.
She holds a Master of Public Administration from Harvard Kennedy School, a Master’s degree in Peace and Justice Studies from the University of San Diego, and a Bachelor’s degree in Communications from the University of Rwanda.
